“Great” place to live around naval base in Everett, WA?

My husband and I are relocated to the Everett Naval Base (Everett, WA) from Charleston, SC. We’d like to buy a single family home, off base, but we’ve never visited WA and I don’t know anything about the “personalities” of Everett’s surrounding areas. I’m about to talk to a realtor but if anyone could help me out with what the vibe is like for areas around Everett and Everett included, I’d be really grateful!
Here’s what we’re looking for:
At most 40 min away from everett base, including traffic.
Homes as nice/new as poss b/w 150-200k.
Lively center…not just walmart, chinese restaurant and a mall.
Cultural activities?
I’ve skimmed some towns from various blogs but I don’t know anything about them:
Bothell?
Everett- ( sounded more rural and old houses)
Edmonds- (nicer, waterfront, is it expensive?)
Smokey Point?
Mill Creek?
Woodinville?
Lynnwood?

Everett has some nice areas, but also some not-so-nice areas that you will probably want to avoid. I wouldn’t describe Evertt as rural – it is pretty urbanized, but there are a lot of old houses in some parts. As you might expect the not-so-nice areas have less expensive housing prices. Basically stay away from anything with an Everett address that is in the south end. Anything between the freeway and The Boeing plant/Paine Field tends to have a lot of crime and gang activity. There are other bad areas as well, but the south part actually doesn’t look that bad so you might think it is an ok area if you didn’t know any better.

The following areas are nice residential areas, but you may have a hard time finding something in your price range:
Bothell
Edmonds – property on the waterfront or with a waterfront view would be very expensive, but non-view property is a lot less. It is a great place to live but it may be hard to find anything under 200K:

Mill Creek
Woodinville – may be beyond your 40 minute commute preference

Smokey Point: is more rural and will probably have something in your price range, but it may be beyond your 40 minute commute time preference during rush hour commute times.
Lynnwood: Is ok – doesn’t have a lot of charm – lots of strip malls – but you can probably find something in your price range. The part of Lynnwood that is west of highway 99 is generally more residential and fewer busy streets.

Some other suggestions you might want to consider:
Mukilteo – close to Everett but much nicer – less crime. You may be able to find something in your price range there or in the unincorporated area between Mukilteo and Edmonds. Here’s a link with some photos and a map of the area that might to give you a better idea of where everything is: http://www.squidoo.com/mukilteo-lighthouse

Snohomish
Silver Firs Area – I think the addresses there may also be Snohomish, but they could be Everett – but it is a nice residential area
Lake Stevens (although the highway 2 trestle traffic can be congested)
Marysville (just south of Smokey Point)
